Washburn County hired BKV Group develop a study to centralize their governmental services and modernize their facility inventory. The objective was to analyze the current functions, needs and use patterns of five county satellite service buildings and produce a space needs assessment, conceptual design, and project budget estimate for a centralized “one-stop shop” for governmental services.

The Process

BKV Group performed a facility condition assessment of five Washburn County government buildings including the County Public Health Building, Ed Elliot Building, Annex Building, Community Programs Facility, and Veterans Services Office. A staff and space needs assessment was completed that was converted into a facility program for the next 20-years. The two sites were evaluated with multiple concepts developed and priced. The County approved the Shell Lake site and are currently working with the city to acquire properties required to build the facility.
